The crossings bill the keeper, not the driver

Blackwall and Silvertown carry a penalty of £180 if the crossing goes unpaid, halved to £90 if it is settled inside two weeks and rising to £270 after 28 days. Dart Charge is £70 and halves to £35 inside 14 days. In both cases the notice goes to the registered keeper, and Dart Charge says out loud that the keeper may not have been the driver and is liable anyway. Recharging any of it needs a signed agreement naming a verified person, with dates that cover the crossing.

The handover is a car park, not a counter

There is often no forecourt to hand over on. The car changes hands outside a flat in Ilford, on a side street in Dagenham, in a retail park off the A13, often after dark and often not by the owner.
