The person, matched to their document
The renter photographs their photo ID and takes a live-camera selfie. The document is checked as genuine and the face is matched to it, so the person collecting is the person who verified, not a mate with a borrowed licence doing the moving run.

Not a glance at a plastic card. The renter generates a one-time code through the government's own Share Driving Licence service and gives the last 8 of their licence number, and one tap from the booking opens gov.uk with both ready to paste. Status, categories, points, disqualifications: the government shows you, not us.
